For the purpose of carrying out the national general survey of pollution sources in a scientific and efficient way and ensuring the accuracy and timeliness of the result data, this Regulation is formulated in accordance with the Statistics Law of the People's Republic of China and the Environmental Protection Law of the People's Republic of China.
